Senior Purchasing Agent

The Presidio Trust is seeking a Senior Purchasing Agent to join our contracting team. Once an Army base, now a new kind of national park, the Presidio of San Francisco is the largest preservation effort underway in the United States. The Presidio operates as a wholly-owned government corporation and faces many of the typical purchasing needs and challenges that a private sector operating business needs to address. In addition, we have unique opportunities to work with professionals in historic preservation, archaeology, historic landscape architecture, materials conservation, forestry, curatorial practices, and construction and engineering.

The Presidio Trust's contracting team supports major contracting and purchasing efforts in the Presidio. On a regular basis our team supports our hospitality, public programming, educational initiatives, operations, planning, information technology, transportation and many interesting and multi-faceted lines of business.

Our ideal candidate is an experienced purchasing professional with extensive practical, specialized, and technical knowledge of federal acquisition practices. You have a broad range of skills that you can apply to any purchasing situation, and you embrace opportunities to share your expertise. In working with equipment leases, office supplies, computer hardware and software, furniture, construction materials, advertising, fabrications and other purchase transactions, you must be able to obtain the best value for supplies, services and construction.

Applications received by January 21, 2019 will receive first consideration. We are planning to hold the first round of interviews January 30-31, the second round of interviews February 6-7, make a job offer in February, and set a work start date in early March, 2019.

Responsibilities

  • Perform difficult and complex procurement transitions utilizing a variety of specialized technical purchasing methods/procedures and simplified acquisition procedures.
  • Purchase a variety of technically complex items and services that require detailed specifications and off-site contract administration.
  • Prepare and issue Requests for Proposal for more difficult purchases, and evaluate proposals on evaluation factors.
  • Determine appropriate method of procurement, such as direct purchase, contract, or bid.
  • Confer with vendors to obtain product or service information such as price, availability, and delivery schedule; and prepare bid requests.
  • Review proposals and quotes; negotiate terms and conditions for Purchase Order, Vendor Agreement or Purchase Order Contract within budgetary limitations and scope of authority.
  • Prepare annual renewal of equipment leases and obtains proposal(s) for replacements. 
  • Administer Blanket Purchase Agreements (BPA), task orders and direct purchases for residential unit contactors.
  • Process VISA Purchase Requests (PR) and VISA checks for all departments.
  • Monitor contractor performance to ensure compliance of all purchases with procurement policies and procedures, applicable laws, delivery schedules, and other requirements stated in the contract.
  • Maintain procurement records for items or services purchased, costs, delivery, product quality or performance, and inventories.
  • Identify and discuss defective or unacceptable goods or services with users, vendors, and others to determine source of issue and take corrective action.
  • Ensure acquisition duties are executed in accordance with all applicable regulations and guidelines including the provisions of Equal Opportunity Employment, Small Business Act, Executive Orders, Public Laws and internal control procedures.

Required

  • At least five years of experience in procurement of goods, equipment and services.
  • Broad, in-depth knowledge of a body of standardized purchasing regulations, policies, procedures, laws, and regulations.
  • Knowledge of established commodities and markets and common business practices including budget and finance sufficient to make purchases involving complex, varying and atypical circumstances.
  • Knowledge of laws, regulations and policies related to small purchases and other administrative services functions, and skill in recognizing applicability for specialized or specific situations.
  • Knowledge of the Request for Quotation process and procedures to establish selection criteria to provide an award on factors in addition to pricing.
  • Knowledge of budget and accounting system to ensure obligations are charged to the proper account number and object class for recording in the financial system.
  • Knowledge of pre-award procedures; standard business, industrial, professional, and trade practices; sources of supply; open market procedures; mandatory contract items; acquisition restrictions and requirements; and common and specialized contract clauses.
