Project Manager (Landscape Architecture)

​​The Presidio Trust is seeking a Project Manager – Landscape Architecture to join the Park Design and Construction Department in the Presidio.  An unusual federal agency, the Presidio Trust runs the only national park site that must generate all our own revenue. Each year we earn in excess of $100 million by leasing over 700 former military buildings as homes and workspaces. We then invest that money into our historic forest, dunes, streams, trails and designed landscapes, into our hundreds of historic buildings, into our infrastructure, into visitor sites and programs, and into our people, to make this magnificent place come alive for our park visitors.

The Project Manager – Landscape Architecture is responsible for the management of all phases of project development including project scoping and feasibility, consultant management for preliminary design through construction documents, bidding and procurement, construction and closeout of multiple concurrent landscape construction, repair, rehabilitation, and tenant improvement projects that are all in a National Historic Landmark District. Ensures adherence to approved project budgets, schedules, and contracts. Works with design, engineering, and construction professionals from consultant teams and other Trust departments, and with outside governmental agencies and stakeholders to guide projects through the process from inception to close-out. Ensures that project goals and objectives are accomplished, and quality standards met.

You're detail oriented, well organized, and comfortable with all aspects of landscape architectural design in both the field and the office. You have a drive for excellence, a passion for natural resources, public land management, and historic landscape preservation, strong interpersonal and problem-solving skills.

Responsibilities

  • Manage planning, design, and construction of improvements to the Presidio's extensive and varied park landscapes (natural habitat, designed and culturally significant ornamental, recreational, native, and forested) to preserve, rehabilitate, recapitalize, and optimize aging landscapes to achieve strategic goals and improve visitor experience, public safety, park operations, efficiency, ecological value, and resiliency.
  • Plan, direct, and coordinate activities to ensure project goals and objectives are accomplished and quality standards are met within established time frames and funding constraints.
  • Establish scopes, schedules, and budgets for each project phase. Track and report schedule and budget performance throughout the project duration.
  • Work collaboratively with development teams, internal departments, park partners, and outside agencies and stakeholders to execute projects in coordination with all applicable standards, codes, guidelines, regulatory requirements and meeting all project requirements.
  • Prepare documents for consultant and contractor solicitation and bidding such as a Request for Proposal (RFP), Scope of Work (SOW), or Invitation for Bid (IFB). Evaluate proposals for consultant and contractor selections.
  • Serve as Presidio Trust representative on assigned contracts. Evaluate contractor change and payment requests for completeness, reasonableness and recommend approval. Participate in negotiations as needed.
  • Develop plans, reports, and correspondence, and provide technical and administrative support as required for legal and regulatory compliance, including taking projects through the Presidio Trust's Planning review process of environmental and historic compliance, design review, and permitting.
  • Assist with development of design standards and management plans for operations, maintenance, and construction in accordance with established design and engineering principles and best practices, and in compliance with all applicable environmental, health, and safety regulations to achieve the agency's strategic goals.
  • Serve as a subject matter expert on design and construction.  Participate on the Design Review Committee as needed.  Advise on maintenance matters related to landscape architecture.  Perform reviews related to all stages of a project: planning, design, construction documents, permit documents, work in the field, final acceptance, and project review comments by others.  Ensure that consultants and contractors receive and follow required permits.  Ensure that applicable agency standards and guidelines are implemented during all project phases.
  • Follow department guidelines for design and construction project management and records management and control.
  • Prepare technical plans, reports, and recommendations to advise Presidio Trust management on project-specific matters as well as long term strategic planning.
  • Other duties as assigned.

 
Required Qualifications

  • Bachelor's degree from an accredited four-year college or university in Landscape Architecture, or related field AND eight (8) years of experience with planning, permitting, design, and construction of landscape projects.

OR

  • Master's degree in Landscape Architecture AND five (5) years of experience with planning, permitting, design, and construction of architecture projects, preferably involving historic properties.
  • Possession of a valid California Driver's License.
  • Knowledge of the principles, practices and methods of design, engineering, and project management as applied to park landscape planning, design, permitting, construction, inspection, operation, and maintenance.
  • Ability to interpret State, Federal and other governmental regulations and assess impact on design, construction, operation, and maintenance.
  • Ability to prepare necessary documents for solicitation and bidding such as a Request for Proposal (RFP), Scope of Work (SOW), Invitation for Bid (IFB), and project cost estimate. Ability to evaluate proposals for consultant and contractor selection.
  • Ability to prepare specifications, plans, estimates and to write clear and concise reports.
  • Ability to effectively communicate in writing and verbally, and skill in making presentations in connection with assigned projects.
  • Ability to schedule, plan, and effectively lead meetings.
  • Ability to read and interpret maps, plans, and drawings, and to maintain detailed files and records.
  • Proficient with general office computer programs and MS Project scheduling and AutoCAD drafting programs.

  • Licensed Landscape Architect in good standing issued from any state of the USA
  • USGBC LEED Accredited Professional
  • Valid Project Management Professional (PMP) certification issued by the Project Management Institute

 

About the Park Development and Visitor Engagement Division

The Park Development and Visitor Engagement Division is dedicated to transforming the Presidio into a world-class national park that is a model of environmental leadership and welcomes people of all ages and backgrounds. This multi-talented division develops and implements innovative, efficient, and inclusive plans and guidelines that advance the Trust's mission and strategic goals. It develops and directs design and construction efforts that transform the Presidio's buildings, historic landscapes, natural areas, roads, trails, and utility infrastructure to support park preservation, public use, environmental remediation, and revenue generation. Working in close collaboration with our non-profit partners, National Park Services and the Golden Gate National Parks Conservancy, this group also delivers an array of philanthropically-funded park projects.


BACKGROUND INVESTIGATION

The Presidio Trust has identified this position as subject to a standard employment background investigation, which shall consist of a review of applicable county, state and Federal criminal and civil records. An individual's granting of a background investigation and resulting report is voluntary, however, employment is contingent upon the successful completion of the investigation. The Trust may refuse to hire an individual, rescind an offer of employment, or review and terminate the employment of a current employee who does not successfully complete a background investigation.

This position requires the completion of the U.S. Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, both as a New Entrant into the position and annually thereafter. The purpose of the financial disclosure system is to assist employees and their agencies in avoiding conflicts between official duties and private financial interests or affiliations.​
