Director of Planning and Compliance

The Presidio Trust is seeking a Director of Planning and Compliance to lead our newly formed Planning and Compliance Department in the Presidio. An unusual federal agency, the Presidio Trust runs the only national park site in the United States that has the flexibility to earn and use our own revenue. Each year we earn in excess of $100 million through our business ventures, yet we still have more buildings to renovate and new business opportunities to pursue. We invest our revenue into our historic forest, dunes, streams, trails and designed landscapes, into our hundreds of historic buildings, park-wide infrastructure, into visitor programs and amenities, and into our people, to make this magnificent place come alive for our park visitors.

We are planning to hold the first round of interviews (consisting of two separate consecutive panels) the week of March 11th, the second round of interviews (consisting of an interview panel and your 15-minute presentation prepared and presented on a planning topic or project of your choice) the week of March 25th, and make a job offer and set a work start date in April 2019.

Responsibilities

  • Develop, coordinate and lead innovative, effective planning and compliance processes that advance the Trust's strategic goals, and guide the redevelopment of the Presidio's built environment, infrastructure, and natural/open space areas in a manner that balances the preservation of park resources with public use and revenue generating activities required to maintain financial self-sufficiency.
  • Design and implement inclusive public participation strategies that complement the compliance processes required by applicable laws and regulations (e.g., National Historic Preservation Act, Endangered Species Act, National Environmental Policy Act). Collaborate with Trust Communications staff in the development of outreach efforts as part of planning processes. Seek and recommend media outlets to publicize and promote planning processes.
  • Work collaboratively with other Trust departments, partner organizations, and diverse members of the public to gain their respect, trust, cooperation, and identify ways that they can be included early and systematically to ensure that all Trust planning considers their concerns.
  • Evaluate proposed development actions, land uses, and building uses to ensure that they are consistent with the Trust's vision and strategic goals, approved plans, and prior compliance actions. Oversee permitting, compliance, and registration of all building, landscape and public works infrastructure construction projects in the Presidio.
  • Work with other Trust departments, partner organizations, members of the public and advocacy organizations to develop and implement transportation programs, including transportation demand management, parking management, coordinated transit planning, and planning and design of transportation infrastructure and services (e.g., trails, road improvements, internal shuttle system).
  • Work with other Trust departments, partner organizations, and members of the public to develop and implement sustainability programs to reduce the environmental impact of the Presidio, including energy and water conservation, waste minimization, green building certification, smart growth, and climate change resiliency, and to increase its ecological health.
  • Provide graphics and Geographic Information System (GIS) support for Trust departments including computer-aided preparation of maps, diagrams, photographs, and charts.
  • Consult with other professionals to keep informed of new developments, methods, theories, and research. Develop and maintain liaisons with various public and private partners including the National Park Service (NPS), Golden Gate National Parks Conservancy (GGNPC), universities and granting institutions, international organizations, state and federal agencies, and advocacy organizations.
  • Give presentations and represent the Presidio Trust and the Presidio at public meetings, conferences, professional meetings and in other public forums. Conduct Presidio tours for guests of the Presidio Trust, including members of the public, government officials, park professionals, and dignitaries. Make presentations in parks, public gatherings, professional meetings, invited lectures, and act as a Trust spokesperson for interviews and questions related to Presidio planning and compliance processes.
  • Develop and present information to the Executive Team, Leadership Team, and other staff teams, and occasionally to the Board of Directors.
  • Develop measurable outcomes and performance assessment tools to measure effectiveness of various initiatives, such as determining how well the Presidio is delivering experiences to the public and how effectively the Trust is managing Presidio ecological systems.
  • Exercise sound fiscal management of department and project costs. Prepare annual business plan, five-year plan, and budget; determine office staffing needs; and manage program operations and facilities to balance cost minimization and quality project delivery within approved budget.

Required

  • Master's degree from an accredited university in urban, regional, or transportation planning, public policy, or related discipline, AND a minimum of eight years of experience managing complex planning projects in a public setting
  • In-depth experience working with the general public on planning processes, working with diverse urban audiences, and contract negotiation and administration
  • Considerable knowledge of the theory, principles and techniques of the planning profession and development process; federal, state and local laws, ordinances and codes pertaining to a wide variety of planning topics; principles of personnel management, including supervision, training and performance evaluation; methods and techniques of research and analysis; and the principles of budgeting and finance.
  • Knowledge of real estate terminology, laws, practices, principles, and regulations
  • Knowledge of computer applications including Microsoft Office, Internet applications, and GIS
  • Effective and persuasive leadership, comfortable with all levels of staff, public and others
  • Proven management skills and ability to manage day-to-day operations
  • Strong written and oral communication skills, including the editing, oversight or preparation of technical reports, and the presentation of information to government entities and various committees
  • Strong interpersonal and public relations skills to work effectively with various officials, staff, citizens and other customers
  • Strong organizational skills
  • Ability to understand and manage high-profile, sensitive or controversial political situations
  • Strong problem-solving and negotiation skills
  • Ability to exercise sound and independent judgment within general policy guidelines
  • Current AICP Certification is desirable.

About the Presidio Trust Planning and Compliance Team


The Planning and Compliance Department develops and implements innovative, efficient, and inclusive plans and guidelines that advance the Trust's mission and strategic goals, and guides the transformation of the Presidio into a world-class urban national park. This interdisciplinary team designs and implements inclusive, participatory planning processes to ensure that Trust plans reflect the aspirations and interests of a broad cross section of our community. They oversee efficient permitting and compliance processes for all building, landscape, and infrastructure projects to ensure that the Presidio's significant history and ecology are protected, and that projects advance Trust strategic goals and the public interest.

Background Investigation

The Presidio Trust has identified this position as subject to a standard employment background investigation which shall consist of a review of applicable county, state and Federal criminal and civil records, state bankruptcy indexes, and a credit report. An individual's granting of a background investigation and resulting report is voluntary, however, employment is contingent upon the successful completion of the investigation. The Trust may refuse to hire an individual, rescind an offer of employment, or review and terminate the employment of a current employee who does not successfully complete a background investigation.

Financial Disclosure

This position requires the completion of the U.S. Office of Government Ethics (OGE) Form 278, Public Financial Disclosure Report, both as a New Entrant into the position and annually thereafter.
