Associate Director of Utility and Park Engineering

​​​​The Presidio Trust is seeking an Associate Director of Utility and Park Engineering.  An unusual federal agency, the Presidio Trust runs the only national park site that has to earn all our own revenue and provides utility services to serve what is basically a small city in an amazingly beautiful setting. Each year we earn in excess of $100 million by leasing over 700 former military buildings as homes and workspaces. We then invest that money into our infrastructure system, into our hundreds of historic buildings, into historic forest, dunes, streams, trails and designed landscapes, into visitor sites and programs, and into our people, to make this magnificent place come alive for our park visitors.

The Associate Director of Utility and Park Engineering on provides leadership, oversight and management of the Presidio Trust's utility infrastructure planning, engineering and capital project activities and related professional staff.  The Trust is extremely unique in that it is the utility provider for electricity, water, sewer, and stormwater in the Presidio.  In this role, working closely with our design and operational team, you will have the opportunity to lead the Trust in the upgrade of our utility systems to ensure that we meet our primary goal of creating a Forever Park that lasts into the future.

You enjoy creating strong positive relationships with everyone on the team, and believe the mentoring and supporting your direct reports is as important as your strong technical skills.  You're well organized and comfortable with both strategic planning and leading/ supporting large and diverse high performing teams.  This position reports directly to the Director of Park Design, Construction, and Engineering, and directly supervises up to five employees.

Responsibilities

  • Supervises and mentors subordinate professional engineering staff consistent with agency policies, directives and applicable law.  Fosters a fun, respectful and supportive work environment that values technical excellence, creative problem solving, effective communication, customer service and collaboration, teamwork, continuous improvement and staff growth and development.
  • Fosters and maintains positive relationships with internal and external stakeholders. Represents the Trust on utility infrastructure planning, engineering and project related issues to internal and external stakeholders including senior management, subcommittees of the board of directors, public agencies, regulators, vendors, utility companies, tenants and the public.
  • Serves as program manager for utility infrastructure planning efforts and improvement projects. Participates on management taskforces and committees participating in strategic planning efforts, and identifies and presents concerns and recommendations on issues requiring policy direction to appropriate advisory bodies.
  • Establishes long-term plans for investments in systems renewal, deferred maintenance and capital improvements, and ensures that the Trust's mission, strategic goals and core values are incorporated into these plans.
  • Oversees the development and implementation of policies, procedures, standards and best practices to promote efficient, reliable, resilient and flexible utility systems.
  • Serves as agency's senior advisor on matters related to utility systems planning and engineering, and as agency lead official in granting approvals and determining acceptances of utility related designs and constructed work. Reviews and approves plans and specific actions ensuring conformance with agency's strategic goals and long-term management and development plans for park infrastructure.
  • Oversees and directs assigned professional staff in matters related to project, construction and risk management throughout all project phases, and serves as senior project manager on agency's most complex utility projects.  Oversees and manages all phases of project development, implementation, and execution of multiple simultaneous capital projects with a combined replacement value of up to $100 million. Ensures all projects are accomplished on time, within approved budgets, and consistent with all project requirements and quality standards, and in a manner consistent with agency policies, procedures and protocols for project management, and project and document controls. Ensures that all necessary regulatory approvals, Trust issued permits, and any other licenses or permits required to perform the work are obtained.
  • Works with Trust staff, including the operational team, consultants and stakeholders during pre-development phase to develop overall project pro-forma and requirements, including but not limited to third party agreements, project program and scope, budget(s) and schedule. Identifies required feasibility and investigative studies, required resources and risks.
  • Works in coordination with Trust Associate Director of Contracting and contracting staff to solicit, select, manage and monitor contracts and contract performance of consultants and contractors retained to perform work on behalf of the agency. Reviews contracts, recommends contracting approaches and selection criteria. Evaluates bids and recommends awards. Establishes scopes of work, required deliverables, schedules of performance and similar project-specific contract requirements.  Reviews contract modifications, requests for payment and assists with negotiations and dispute resolution.
  • Reports regularly to the Director of Park Design, Construction and Engineering, and to Trust management on projects status, schedules and budgets.  Forecasts trends, formulates strategies to manage and mitigate risks. Oversees and coordinates both regular and special reporting for self and staff assigned. Ensures that information requested by Trust Finance and Budget is furnished accurately and on time.
  • Assists Director of Park Design, Construction, and Engineering to formulate and periodically update an annual work plan balancing resources and work requests.  Assigns work, monitors work progress and workload, and adjusts assignments and resources when needed to achieve annual work plan goals.
  • Other duties as assigned.

​Required Qualifications

  • Strong people skills, with a desire to continuously improve, solicit feedback, seek ways to enhance the team.
  • Degree from an accredited four-year college or university, in related engineering discipline; e.g. civil, electrical, or mechanical engineering, or related engineering sub-discipline;
  • Valid, current licensed Professional Engineer in good standing and duly certified by a state or federally sanctioned authority to perform professional engineering in related engineering discipline;
  • 15+ years of progressive responsibility in an engineering or municipal utilities enterprise, plus a minimum of five years in a leadership or managerial capacity over a team of multiple staff persons, with experience mentoring staff in their career growth;
  • Advanced knowledge of engineering principals, practices and methods; knowledge of utility construction practices and methods; knowledge of applicable state and/or federal policies, laws, and regulations affecting utility systems. Skilled in creative problem solving and in formulating solutions to complex and/or unique technical challenges;
  • Knowledge of project planning and project management, construction management, risk management and project cost accounting principles and best practices, and ten years or more of demonstrable experience overseeing and managing all phases of project development, implementation, and execution of multiple simultaneous capital projects ranging up to $100 million combined.
  • Demonstrable proficiency in preparation and review of preliminary and detailed construction documents, schedules, budgets, cost estimates, technical analyses and reports. Ability to read, interpret, prepare and annotate maps, construction documents and technical reports in multiple formats including digital AutoCAD™ files;
  • Excellent communication, organizational, supervisory, and planning skills. Skilled in effective, clear and persuasive oral and written communication to individuals and groups. Ability to develop and maintain positive relationships with agency staff, internal and external stakeholders including tenant groups, regulators, municipal officials, and utility companies.   Ability to work effectively with design and engineering professionals, cost estimators, contractors, field superintendents and other construction personnel;
  • Skilled in resolving conflicts and gaining cooperation among competing interest groups, and ability to negotiate and administer contracts with external vendors and service providers;
  • Ability to mentor and provide leadership, counsel, and constructive performance reviews to assigned staff at all levels. Skilled in identifying, implementing and refining team's organization structure to generate desired results efficiently;
  • Proficient in reading/writing English; and possess good interpersonal skills, a strong work ethic, and be customer service oriented;
  • Possesses solid computer skills. Proficient in Microsoft Office: Word, Outlook, PowerPoint and Excel, Adobe Acrobat and project management software including MS Project;
  • A valid, current California Driver's license. 

Desired Qualifications

  • Experience with management practices, long-range planning and engineering design of medium voltage electrical distribution systems and system components;
  • Valid, current California Professional Engineer License in good standing;
  • Master's or higher degree from an accredited four-year college or university, in related engineering discipline; e.g. civil, electrical, or mechanical engineering, or related engineering sub-discipline;
  • Valid Project Management Professional (PMP) certification issued by the Project Management Institute;
  • Qualified SWPPP Developer or Planner certification (QSD/QSP);
  • Good sense of humor and a strong intuition as to what makes a team thrive;
  • Experience working for a public agency or on public agency sponsored projects (experience in both the public and private sections very desired).

 
About the Park Development and Visitor Engagement Division
The Park Development and Visitor Engagement Division is dedicated to transforming the Presidio into a world-class national park that is a model of environmental leadership and welcomes people of all ages and backgrounds. This multi-talented division develops and implements innovative, efficient, and inclusive plans and guidelines that advance the Trust's mission and strategic goals. It develop and directs design and construction efforts that transform the Presidio's buildings, historic landscapes, natural areas, roads, trails, and utility infrastructure to support park preservation, public use, environmental remediation, and revenue generation. Working in close collaboration with our non-profit partners, National Park Services and the Golden Gate National Parks Conservancy, it delivers an array of philanthropically-funded park projects.

BACKGROUND INVESTIGATION

The Presidio Trust has identified this position as subject to a standard employment background investigation, which shall consist of a review of applicable county, state and Federal criminal and civil records. An individual's granting of a background investigation and resulting report is voluntary, however, employment is contingent upon the successful completion of the investigation. The Trust may refuse to hire an individual, rescind an offer of employment, or review and terminate the employment of a current employee who does not successfully complete a background investigation.

 FINANCIAL DISCLOSURE

This position will require the completion of the U.S. Office of Government Ethics (OGE) Form 278, Public Financial Disclosure Report, both as a New Entrant into the position and annually thereafter. The purpose of the financial disclosure system is to assist employees and their agencies in avoiding conflicts between official duties and private financial interests or affiliations.
