The following documents have been referenced in the Presidio Trust Management Plan (PTMP), Main Post Update draft Supplemental Environmental Impact Statement (SEIS) and are provided as background information for the National Historic Preservation Act (NHPA), Section 106 consultation process. Many of the documents referenced are in draft form and should not be relied upon as establishing Presidio Trust policy unless adopted by the Trust Board of Directors.

Documents for November 19, 2008 Public Meeting

The following materials provided the basis for the public meeting on November 19, 2008, which focused on updating the public on the compliance process for projects proposed for the revitalization of the Main Post of the Presidio of San Francisco, a National Historic Landmark District. Projects include the Contemporary Art Museum at the Presidio (CAMP), a park lodge, and a rehabilitated and expanded historic theater. The materials are the result of a collaborative exercise between the Presidio Trust and the National Park Service, with input from the State Historic Preservation Officer and the Advisory Council on Historic Preservation. The objective of the exercise was to identify strategies for avoiding and minimizing potential effects on the National Historic Landmark District from the proposed projects. These four agencies are the signatories to an existing agreement that provides for the treatment and preservation of historic resources in the Presidio of San Francisco.

Architects and other historic resource experts from the National Park Service and the Presidio Trust identified the applicable standards for new construction and historic building rehabilitation in a National Historic Landmark District and applied them to existing proposals to understand the nature of the effects on the resources, including archaeological resources, the cultural landscape, historic views, and the relation of built and open space. Participants in the exercise then posited different scenarios to identify strategies that could be used to make proposed projects more compatible in the historic site.

The concepts that resulted from the exercise are presented as a series of matrices. On the left can be found the applicable guidelines from the Secretary of the Interior’s standards,[1] followed by strategies to avoid or minimize effects, and then the possible effects themselves. The matrices are accompanied by photographs taken of scale models placed on a topographical plan of the Main Post.

These concepts are built upon the alternatives analyzed in the draft Main Post Update supplemental environmental impact statement (SEIS) and do not constitute new proposals. They are meant to provide guidance to project proponents as they continue to develop their designs, and to the Presidio Trust as the agency continues its deliberations on a preferred alternative and potential mitigation measures.
