RFP for Cultural Institutions at the Presidio Main Post

An aerial photo of the Main Post with the Golden Gate Bridge in the background.In 2007, the Presidio Trust released a Request for Proposals (RFP) seeking cultural institutions to be located at the Presidio’s Main Post. The Trust also announced its intent to prepare a supplemental Environmental Impact Statement (EIS) to the 2002 Presidio Trust Management Plan in order to consider proposed changes for the Main Post district, including the possibility of a new museum. Request for Proposals

The RFP includes two opportunity sites: 1) a new construction site south of the Parade Ground, the Main Post’s principle open space; and 2) three 19th century Montgomery Street Barracks (Buildings 101, 103, and 105) that flank the Parade Ground. The Trust seeks uses that respect the Presidio’s important history and its spectacular setting and help make the Presidio a great national park.

In January 2008, the Trust announced its intention to move discussions forward with Doris and Don Fisher to create a contemporary art museum in the Presidio. Their collection includes works by such 20th century masters as: Andy Warhol, Alexander Calder, Frank Stella, Gerhard Richter, Chuck Close, Ellsworth Kelly, Richard Serra and others. The Fishers would pay for the museum’s design and construction and have established a foundation to manage their collection and run the museum. The Trust also announced that it will dedicate $5 million for the development of a history center and program which will highlight the national park’s deep historic significance as an important settlement for indigenous peoples, the birthplace of San Francisco, and as the seat of U.S. military power in the western states.

The Trust has received several proposals for the Montgomery Street Barracks and is still welcoming interest from the community.

Environmental Review (please note new EIS process)

A photo of the front of the Montgomery Street barracks.Concurrent with the RFP process, the Presidio Trust is preparing an Environmental Impact Statement supplementing the 2002 Presidio Trust Management Planview the Notice of Intent. This process takes into account new circumstances or information that is relevant to the Main Post and will provide a procedural framework for dealing with upcoming decisions. Topics to be reviewed include a Public Museum, the Presidio Lodge, other potential building construction or demolition within the district, and parking and circulation improvements. The Trust has issued an Environmental Assessment and Finding of No Significant Impact for the Main Parade Ground and the International Center to End Violence. Environmental review for the Walt Disney Family Museum is also complete.

The Trust is undertaking this supplemental EIS process in response to public comment that the Trust should assess the cumulative impacts of all reasonably foreseeable actions at the Main Post in a single document. The Trust believes that this broader scope will more effectively engage the community in decision making. Please note that the previously announced environmental review processes for the Presidio Museum and the Presidio Lodge are hereby terminated.

The draft supplemental Environmental Impact Statement is expected to be released for public comment in mid-2008.
